Tough Call: Should people be allowed to keep wild animals as pets?

One chimpanzee is back in its Las Vegas owner's custody and another is dead after the two chimps escaped their enclosure yesterday. The owners had the proper permits to keep the animals on the property in unincorporated county territory outside Las Vegas city limits, as well as a license from the US Department of Agriculture.
