The No Contest Plea is to prevent this man from being able to collect from a system that convicted the wrong man. The prosecutors in that office have had serious ethical problems (can you say PEASELY) particuarly around death penalty cases. She doesn't want to admit that they did this man wrong and basically the only way he could get FREE was to plea no contest, thereby saving her county millions. Corrupt is Arizona's middle name when it comes to law enforcement and the justice system.
